

The study, published by the PNUD, is able to offer a more comprehensive vision of human development, trying to overcome the traditional way of thinking related to wealth or incomes to this end, to give place to a wider position, in which it is intended to conjugate other dimensions associated to the capacities and opportunities of people.
Its novel contribution is the introduction of two new indexes in order to measure human development: the Index of Human Development and Equity (IDHE) and the Territorial Index of Human Development and Equity (ITDHE). To build them, it is carried out a conceptual analysis on equity, and on the different approaches that have been made for this measuring to international scale. For IDHE calculation, the authors propose the introduction of new dimensions and indicators (equity of human groups inside the country and incomes' impact in human development); they carry out an important work of statistical compilation, as well as of mathematical applications, from which it is obtained an indicator that places Cuba in the second place among 23 Latin American countries, while with the traditional IDH indicator, Cuba occupies the 13th place. On the other hand, ITDHE allows having a synthetic vision of the territorial differences in our country.
For its integrity and multidisciplinary approach, it contributes to overcome the traditional way to deal with human development topics, and it introduces new measuring criteria. Therefore, it is a new reference point on the subject in the scientific plane. From the social and economic point of view, the work is an important consultation material for the realization of international comparisons and for the decision making of international cooperation. As a whole, it is a new and significant step forward in the analysis of human development.
