

Iesearchl rtot constitutes a valuable contribution of methodological nature, in which it has been searched an integrative approach for territorial planning linked to our conditions, and useful for the decentralization process that takes place in the physical planning conduction. The new approach is intended to overcome the previous one (centralized, with technocratic features, in order to carry out a new type of plan conceived as a political, social and economic process.
The main impact is the contribution to the process of institutional changes in Physical Planning. One of its axes is the decentralization of municipal planning and settlements toward the Municipality, which was carried out to a provincial level. As a whole, it was first applied in 1997; and 60 General Plans of Territorial Classification and Urbanism had been elaborated in 1999. This figure reaches 80 in 2000. Many of these plans have already been approved at the People Power level.
There are identified as the main impacts of these General Plans: a more conscious and active role of Assemblies and Municipal Administrations in connection with the problems of territorial classification and urbanism, a bigger coordination among local entities, in order to solve in an integral way the physical-spatial problems, a better orientation of investment process in relation to needs' satisfaction, the use of the local potentials and the integrity of their solutions, contribution to the protection of natural resources and environment, improvement in the population's quality of life through the organization of their main areas of coexistence and social interaction, contribution to local and national cultural identity, among others.
