Main executives entity: Physical Planning Institute
Main author: Manuel Mendoza Castellanos.

The whole discourse of this work settles in an methodological outline, internationally validated and enriched with analysis and specific considerations for the case of Cuba and western provinces. The combination of quantitative and qualitative perspectives, the correct use of statisticians according to the analysis - and not a subordination of analysis to the statistical behavior of variables, are prominent values in the methodological order. It is also outstanding the indicators' incorporation of strictly social nature in analytic models with the presence of indicators with a more diverse character.

In the theoretical order, the regional or territorial approach that is followed, and the consideration of the presence of social funds for consumption, which are the result of our socio-political system and which relativize the weight of the indicators essentially settled in the market's regulator action, are also successes of the work and its authors.

The integrated analysis of an alimentary vulnerability index in Municipalities from the western region is among the main results of this work. The judgement elements that it provides allow organizing an action program to diminish the vulnerability risks of alimentary unsteadiness. At the same time, the strengthening work of answer capacity is moving forward outstandingly, where other studies of another nature should converge. It would not be fair to demand to this work exhausting all the edges of such a complex problem and where factors with such diverse character converge. The excellent presentation of the work, the strong sustentation of all its conclusions, the consequent adjustment that it contributes to its theoretical-methodological model, the elements of analysis that provides for the decision making and the election of strategies to guarantee our population's alimentary security, make this result worthy of the Prize of ACC, opinion that supports the outstanding references received by this work. /p>
