Summary:

There are presented the results of a research-action project, carried out from 1999 to 2001, enriched with new experiences obtained in the application process in 2002 and 2003.

It is a Cuban methodology to model and implement the management of local development with strategic approach, developed in narrow dialogue with the territorial political practice in Pinar del Rio. Its originality, scientific novelty and social current situation lie in this. It has been successfully used in that province. It is based on a very qualified, critical, careful and deep analysis of international scientific experience in its field, expressed in an abundant and updated bibliography.

It contributes in a qualified way to promote one of the main strategic lines of ulterior development of social and humanistic sciences in the country: the matter of the increment of efficient, effective and participative impact on the local communities and their actors, with the strategic objective of contributing to the conquest of a sustainable and equitable development model that increasingly solves population's needs in an emancipator and dignifying sense. It is a substantive contribution to the theory on the socialist local administration under our specific conditions.

The text is built on solid theoretical and methodological foundations. The language is clear, precise and conceptual. The work's value and meaning transcend the locality, for which it is convenient to spread it to the whole country.
