Summary:

The study was carried out in the framework of the international research project "Exports promotion strategies: effects on poverty, inequality and growth in Latin America and the Caribbean", sponsored by PNUD/BID/BM/CEPAL, which was aimed to analyze the factors that caused that region's poor economic performance since 1995, and the disappointing results regarding the decrease in inequality and poverty.

The research carried out in Cuba describes the particularities of the economic reformation implemented in the nineties. The macroeconomic performance, the sectorial dynamics, the results on productivity, employment, inequality and poverty are analyzed. It is carried out a contrafactual analysis that allows exploring the effects of policy alternatives. Finally, conclusions are drawn regarding the measures of implemented economic policies, useful for the perspective.

For this purpose, it was applied a Model of Computerized General Balance adapted to Cuban conditions, which allows quantifying the effects of diverse measures of economic policies; also, it was used a Methodology of Microsimulations that shows the effects of this measures on inequality and poverty.

The application of these techniques is a contribution, since both have been used in other latitudes, the work carried out constitutes a novel experience for Cuba, when being able to incorporate particularities of our economic function such as monetary duality and markets segmentation. There are laid the foundations for ulterior studies about policies' repercussion under Cuban conditions.

This study is endorsed by a Committee of international experts and it is in publishing phase by the PNUD.
