

It is approached the current state of the theoretical debate on industrial politicies. It is critically analyzed the practical experience in the matter to international scale, stressing specially in the facts from Latin America.
The conceptions of policies in force in the country are exposed, and the results of the politicies adopted are evaluated. These are compared with those obtained in Latin America. There are identified the main structural and functional problems that affect competitiveness and weaknesses and strengths of the politicies adopted for the productive and technological development.
It is presented a systematized group of guidelines and policy measures and implementation ways, led to the development of exports; to the reinforcement of the intersectorial articulation and the productive and technological cooperation including at territorial level; to the promotion of the competitiveness in the managerial sector incorporating measures to perfect the regulatory environment of the company; to improve the innovative and productive work of technological policies; to elevate the anticipating strategic capacity in the search of ways to improve the commercial specialization profile of the country and the construction of a new institutionalization, to coordinate in a better way the efforts, and to promote integrally the competitive productive and technological development.
There was not a covering, precise and fundamented work like this one, related to the subject. It should be underlined the balance achieved among the crtical analysis, the marking of positive aspects and the suggestion of measures.
The work is clearly useful for the design of policies, teaching, academic debate and political debate in the defense based on the economic strategy of Cuban revolution in the nineties. p>
It received "Raúl León Torras" Provincial Prize, granted by the National Association of Economists and Accountants of Cuba.
