

The main objective of this work was to elaborate new methodologies, techniques and procedures, and also to formulate transformation strategies that could contribute favorably in the increase of planning effectiveness and strategic address in the CES.
The results presented have repercussions at national level for their introduction and contribution in the theoretical and practical planes. It is confirmed by their termination level.
It presents originality and creativity therefore it is projected in correspondence with the concrete realities of each place, with the necessary flexibility for this purpose and in adaptation to the current demands of methodological scientific development.
The work has been projected with an appropriate methodological scientific level and it has been as rigorous in its projection cone as in its execution. It is a wide bibliography at national and international level.
Its parts are coherent and accesible when presenting a systemic focus in the treatment of the different approached aspects, all important for Higher Education.
The Evaluation Model was validated with effectiveness in the University of Matanzas and applied to other universities. It is considered that, for the first time, the country has an evaluation model that conjugates elements of theoretical character, related with the strategic planning, the direction for objectives and the assessment of institutional processes.
The rest of the results have been also validated in practice and have several recognitions.
2 books have been published on the subject, one in Bolivia and another in Spain, as well as been presented in international events.
