Meteorólogo. Precursor en Cuba de las investigaciones en ese campo, dedicó gran parte de su actividad científica a la Zoología, la Geografía y la Etnología. Como geógrafo elaboró en 1848 un Atlas con 28 mapas litografiados para las escuelas primarias que fue el primero de su tipo impreso en Cuba

The research proposes a university extension and management model for Cuban higher education, starting from a dialectic relation function-process, in which the function, is the phenomenal expression of the cultural promotion on the part of these institutions towards society and vice versa, and the process, is its essence. This relation with law character allows that it can be led in an efficient and effective way taking into account its peculiarities, from the specific of university sociocultural work and from the methodology of cultural promotion, promoting the active participation of university community in the development of the process.

Studies of this kind have no antecedents in Cuban scientific work; also for Latin America it can be qualified as novel. It is based on the theoretical modelation of the conscious processes and defines cultural promotion, as its methodology, defining the tribute that this university process should make to cultural development from a wide concept of culture, which goes beyond the classical extensional models, constrained to artistic and literary culture.

It is considered the contribution of a categorial apparatus thoroughly structured and identified with Cuban university reality for extension. It is interesting the conceptualization of university extension as a transversal dimension to the rest of university structural elements, which expresses a coincident direction with the new approaches of integral general culture.

The designed methodology favors the model’s implementation through establishing relations among its components and the university structural levels, also expressing the guidelines for the preparation of this community in order to create a favorable climate for the extensional work.

The result reaches a termination level that has allowed its constitution in the base for the elaboration and approval of the National Program of University Extension, as well as for the Strategic Plan, in both cases of the Ministry of Higher Education.
